The authority responsible for food, drug, medical device and cosmetic regulation in Saudi Arabia. Product registration or notification requirements depend on classification.

Conformity assessment (SABER / SASO)

Saudi Arabia operates a conformity assessment and product certification framework administered through the Saudi Standards, Metrology and Quality Organization, with certificates handled through an online conformity platform. Regulated products generally require both product-level and shipment-level conformity documentation.

Distributors who are strong in the UAE are not automatically strong in Saudi Arabia, the markets have different retail structures and different relationships. This is exactly why granting GCC-wide exclusivity on the basis of UAE performance is risky.

Many brands sequence the Gulf: establish the UAE first, prove the proposition, get documentation in order, then enter Saudi Arabia with a partner selected specifically for that market.

Most brands find the UAE the more practical first Gulf market: the entry process is less layered and the regional infrastructure supports testing a proposition. Saudi Arabia is the larger prize, and entering it with documentation already in order and a proven proposition is generally the stronger sequence.

Some genuinely can. Many present themselves as able to and are in practice strong in one market. The test is demonstrable presence in each market, named retail relationships and current activity, not a statement of regional coverage. Performance conditions per market protect you either way.
